Add ZeroMQ support

As was requested by baryshnikov@jinr.ru for development of online decoder ZeroMQ support needs to be added. First it will be added in the nicadist project (nicadist#81 (closed)) and afterwards mpdroots CMake will be modified accordingly. Since ZeroMQ is a direct requirement of FairRoot via FairMQ this does not add new package requirement to the build of mpdroot.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
