ACTS Tracker: adjust tracker to nonzero axis Z value cases

currently is not working well for nonzero Z as in ACTS tracking we are not using the vertex approximation given by MpdVertexZFinder::FindZ method.

We should either use it, or implement it directly (preferred way) into libMpdTpcActsTracker library

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
