Add XGBoost as development dependency

In order to explore possibility to use boosting XGBoost will be added as development option, meaning that XGBoost library will be linked to the project, only if during configuration step XGBOOST_ROOT will be provided.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
