Merge Tpc libraries together

We have many libraries having Tpc in their names, but since they are tightly coupled, it makes no real sense to keep them separate. Therefore libraries Tpc, TpcClusterHitFinder, TpcDigitizer, TpcFair, TpcGeometry, and TpcPid will be merged into one library called Tpc. Library TpcAlignmentMuons will be kept separately since it is a library not intended for general usage and TpcActsTracker will be kept separately until we will officially support ACTS tracker as our main tracker.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
