Proper CMake failure during non-SIMPATH build

When user tries to make cmake build without SIMPATH, we have to inform him, which paths need to be set and how to do it. Also check on availability of fftw3 support in root must be made and FairSoft version needs to be loaded from the fairroot-config tool.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
