Add CentOS7 and CentOS8 pipelines to merge request

CentOS7 and CentOS8 pipelines using new build approach need to be added to merge requests. This should be allowed to fail for now.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
