Get rid of config directory

  1. It will be possible to get rid of rootmanager.dat soon, see howto here: #62 (closed)

  2. config/env.sh can go into main directory (with appropriate changes in nicadist & terminal emulator on the website), as SetEnv.sh will be gone at the end of June, when we will stop supporting the old build method.
