Get rid of config directory

It will be possible to get rid of rootmanager.dat soon, see howto here: #62 (closed)
config/env.sh can go into main directory (with appropriate changes in nicadist & terminal emulator on the website), as SetEnv.sh will be gone at the end of June, when we will stop supporting the old build method.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
