cvmfs offline mode not working properly

This is what I get when disconnected from internet:

[user@c7-dev ~]$ module add dev  
ModuleCmd_Load.c(213):ERROR:105: Unable to locate a modulefile for ‘dev’

This happens even when cvmfs is mounted.

The devs say it shouldn't be so.
