Add support for external eos directory vHLLE

When using smashVHHLEhybrid package, vHLLE crashes since eos data directory is not where hlle_visc is not in the same directory as eos data. Therefore support for external config directories needs to be added to vHHLE and smash package needs to be modified accordingly.
