rename BaseTpcGeo to BaseTpcSectorGeo in agreement with our naming conventions

This was my mistake of not naming BaseTpcGeo as BaseTpcSectorGeo right from the start - as it is according to our revamped naming rules.

Everywhere BaseTpcGeo is replaced by BaseTpcSectorGeo
- if not fixed now, it would backfire in the future.
It is simple naming fix, so not even making an issue and requesting approval for it. All tests passed including reco_identity.
