Resolve "Implement Directed Acyclic Graph for CI pipeline"

This is pretty much ready, I will mark it as ready when !322 (merged) will be approved (the diff with that branch is just a single commit !326 (b8ffd9c9) ).

Result - after !322 (merged) there were 4 jobs added and new CI pipeline was running on average 28 minutes. After changes here the CI pipeline runs 18:01, 20:53, 20:03, 18:25, 20:23, 18:53, 18:10, 18:19, 21:16, 19:09.

19:21 is the average of 10 runs, which is the same as before adding centos7, 8 to the pipeline !322 (merged)
